A dungeon monitor is sort of like a BDSM lifeguard in that they are there to ensure everyone is safe and following the rules. You’ll see them at kink and play parties, workshops and other community events that involve multiple participants. Attendance comes with the tacit agreement to follow a set of simple rules designed to keep things consensual and safe. This requires oversight to ensure that everyone is compliant.
